Use algum programa para descobrir que processo esta usando a porta 21.
Se vc tiver o lsof instalado, tente: lsof -Pn | grep 21
Se nao, tente: fuser -n tcp 21
Poste o resultado aqui

Olá, usei o comando lsof e ele retornou para mim o seguinte:
inetd 1049 root 6u IPv4 945 TCP *:21 (LISTEN)
gpm 1070 root 1u CHR 10,1 392178 /dev/psaux
O que significa isso? como que eu posso fechar a porta 21???

Olá, usei o comando lsof e ele retornou para mim o seguinte:
inetd 1049 root 6u IPv4 945 ...
cd /etc/
vi inetd.conf
Procure o ftp e comente.
Reinicie o inetd e pronto.

na verdade vc já está rodando um ftp. Vc está rodando através do inetd.
