Verifique se o Serviço Windows Installer (services.msc) não está desativado:

2755 Server returned unexpected error [2] attempting to install package [3].

1601 ERROR_INSTALL_SERVICE_FAILURE The Windows Installer service could not be accessed. Contact your support personnel to verify that the Windows Installer service is properly registered.

On a computer running Windows XP Professional, follow these steps:
1. Right-click the Temp folder (typically C:\Documents and Settings\User Profile\Local Settings\Temp), and then click Properties.

4. Install the .NET Framework.

Qual sistema de arquivos você está usando!? Se for FAT32 experimente remover o atributo "Somente leitura" da pasta C:\Documents and Settings\{Seu Profile}\Configurações locais\Temp.

The “Temp” directory does not have sufficient space to allow the setup to run. You can increase this space by deleting unwanted files from the “Temp” directory. The “Temp” directory can normally be located under C:\Documents and Settings\\Local Settings\Temp where represents the user name of the user logged in.
There is not enough available disk space on your machine. Try to free some of the disk space from your machine and try again.

The user tries to run the installer from a mapped network drive. Copy the installer to a local folder on your machine and try again.
