Fiz uma pesquisa no Google por "a4r files" e achei a seguinte página:

Eis o trecho:

They are 'packaged' Macromedia Authorware 4.0 library files (you may find
.a4r files as well which are runtime files).

The fact that they are packaged as opposed to source (analogous to the
relationship between swf and fla in flash) means you will not be able to
open them for editing.

Even if you could open them the libaries are little use on their own as the
are only a store of a/w icons not an actual runtime file
